Former IEBC official fined Ksh80,000 over fake degree certificate

A former Assistant Elections Officer at the Independent Electoral and Boundaries Commission (IEBC), George Kipyatich Kibor, has been fined Ksh80,000 for utilizing a counterfeit degree certificate to pursue a promotion. On September 17, 2026, the Milimani Anti-Corruption Court found Kibor guilty of uttering a false document. Kibor presented a forged Bachelor of Business Management (Finance and Banking) degree certificate, supposedly awarded by Moi University, to support his request for a promotion from IEBC Grade 8 to Grade 7.

Following investigations conducted by the Ethics and Anti-Corruption Commission (EACC), it was revealed that the certificate was fraudulent. Kibor was subsequently arrested and prosecuted. He faced charges at the Milimani Anti-Corruption Court on March 10, 2026, for forgery of a degree certificate and uttering a false document. The court initially acquitted him of the forgery charge but convicted him of uttering a false document.

As a result, Kibor was fined Ksh80,000 and faced a potential eight-month prison sentence if he was unable to pay the fine. The EACC expressed satisfaction with the conviction and sentence, emphasizing that this outcome will discourage individuals from employing false academic credentials to gain career or other advantages.
