Flags, work and closures: How official mourning works in the UAE

When a death is declared worthy of official mourning in the UAE, the primary visual indicator is the lowering of the national flag to half-staff. However, this formal gesture does not inherently halt government functions, schools, businesses, or daily routines. Official mourning is a respectful expression of grief, officially declared at either the federal or emirate level by the Presidential Court or Ruler’s Court.

The UAE flag protocol dictates that flags will descend throughout the mourning period. If a flagpole is vacant, the flag is raised fully before being lowered to the middle third of the pole. If a flag is already raised, it is lowered to the bottom of the pole before being brought to the middle. A key point to remember is that declaring official mourning and suspending work are two separate actions.

Declaring mourning does not automatically lead to government offices, schools, or businesses ceasing operations. If work is to be halted, specific instructions are given by the relevant authorities. This distinction became evident after the passing of Sheikh Khalifa bin Zayed Al Nahyan in May 2022, when the UAE observed 40 days of official mourning, with flags flown at half-staff, while work was halted for three days in ministries, federal and local government departments, and private entities.

This same pattern can be observed in other mourning declarations. Following the death of Sheikh Hamad bin Khalifa Al Thani in July 2026, the UAE government announced four days of official mourning, with flags displayed at half-staff across official venues and at UAE embassies and diplomatic missions worldwide. Yet, no work suspension was mentioned.

The same approach was taken after the death of Sheikh Hamdan bin Rashid Al Maktoum in March 2021, where the Dubai Ruler’s Court declared 10 days of official mourning, with flags lowered at half-staff, but work was suspended for three days in government departments and institutions. Therefore, a 10-day mourning period does not equate to 10 days of closures.

Any work suspension or closure must be explicitly stated by the relevant authorities, not inferred from the length of the mourning period. The same applies to public events and entertainment. The declarations of official mourning do not automatically cancel all events or entertainments for the entire mourning period. Any cancellation, postponement, or suspension of such activities should be reported separately when announced by the appropriate authorities.

Beyond the symbolic lowering of flags, funeral prayers, burial arrangements, and the receipt of condolences are practical aspects that may accompany a period of mourning. Such details should be reported based on the specific announcements made for each scenario. In summary, official mourning in the UAE signifies a formal expression of respect for the deceased, with the lowering of flags as its most visible symbol.

Any additional measures, like work suspension, closures, or changes to public events, should not be presumed unless explicitly communicated by the relevant authorities.
