Negri Sembilan ruler revokes exco appointments over oath breach

The Yang di-Pertuan Besar of Negri Sembilan, Tuanku Muhriz Tuanku Munawir, has rescinded the appointments of members of the state executive council immediately, according to a statement from Istana Besar Seri Menanti on Sunday. The decision came after the exco members were found to have violated their oath of office. The palace informed each member of the appointment revocation through individual letters.

Article XXXVIII(5) of the Laws of the Constitution of Negri Sembilan 1959 states that, apart from the Menteri Besar, exco members hold office at the discretion of the Yang di-Pertuan Besar. The exco members had sworn allegiance to the ruler and the Royal Institution, pledged to safeguard the state's sovereignty, and recognized the authority of the Dewan Keadilan dan Undang.

However, they breached this oath with their actions and statements on September 15. The Ruler subsequently revoked their appointments. Menteri Besar Datuk Ismail Lasim must now submit a list of candidates for new state executive council members for the Yang di-Pertuan Besar's approval, as per Article XXXVIII(2) of the state Constitution.

The Ruler expects the Menteri Besar to ensure the state's administration proceeds smoothly and in accordance with the constitution. The palace emphasized that the people's interests must remain protected during this transition. The statement was released by Datuk Azizi Mohamad Ali, the Comptroller of the Royal Household of Istana Besar Seri Menanti, on September 20, 2026.
