Matiang’i demands full disclosure of G2G fuel deal after Museveni remarks

Former Kenya Cabinet Secretary Fred Matiang’i is urging the government to fully disclose details of a controversial Government-to-Government (G2G) fuel agreement after Ugandan President Yoweri Museveni revealed that Uganda had been purchasing petroleum products via intermediaries in Kenya. Museveni's comments on September 17, 2026, have reignited questions surrounding the arrangement, which was presented as a direct government-to-government framework.

Matiang’i, speaking on social media on September 20, 2026, reiterated his concerns from April 19, 2026, when he appeared on a local TV show and expressed his reluctance to have signed the G2G fuel deal, calling for its public release. Museveni's remarks prompted Uganda's government to review its fuel procurement methods, as the country now sources petroleum products directly through its national oil company and bulk suppliers, resulting in lower import premiums.

This development has fueled public debate in Kenya, with calls for greater transparency regarding intermediaries, commissions, contracts, and pricing arrangements linked to petroleum imports. The Motorists Association of Kenya has also demanded a forensic audit of the G2G system. Matiang’i further advocated for the full publication of the G2G agreement, emphasizing the need for disclosure of the involvement of middlemen and a restoration of the National Oil Corporation of Kenya (NOCK) to its rightful role in securing fuel supplies and stabilizing the domestic market.
