KPM akan cadang semakan syarat pemilikan pusat tuisyen

Kementerian Pendidikan (KPM) plans to present proposals to the Cabinet regarding the requirements for Bumiputera ownership in learning centers in preparation for the renewal of licenses in 2027. This follows concerns over the 30% Bumiputera ownership requirement for license renewal in learning centers planned for 2027. KPM believes the education sector should remain open to all parties who want to contribute to the development and learning of Malaysian children.

Consequently, KPM will submit proposals for a review of the requirements related to learning center ownership structures for consideration by the Cabinet next week, according to a statement. The KPM's position on the matter is clearly stated and always open to hearing the views of all parties. It also demonstrates appreciation for the contributions of learning center entrepreneurs thus far and will continue to work together with all parties to further develop the education sector.

The issue arose at the beginning of the week after Petaling Jaya MP Lee Chean Chung exposed KPM's guidelines, which are allegedly requiring learning centers to have 30% Bumiputera ownership to renew their licenses next year. Lee urged KPM to explain the basis for the requirement and to discuss with learning center entrepreneurs, in addition to providing clear guidance on its implementation.

Education advocacy group Malacca Parents' Action Group (Magpie) and independent scholar Sharifah Munirah Alatas criticized the requirement and urged KPM to cancel it. Magpie president Mak Chee Kin questioned the justification of mandating an existing business to relinquish 30% of its ownership to continue operations, while Sharifah argued that the basis could risk creating ethnic sentiment in the education sector and may not necessarily encourage strong Bumiputera entrepreneurship.
