SERAP takes 37 deaths in NSCDC custody, Minna shootings to UN

The Socio-Economic Rights and Accountability Project (SERAP) has called upon four UN Special Rapporteurs to urgently investigate the deaths of 37 individuals in the custody of the Nigeria Security and Civil Defence Corps (NSCDC) in Niger State, as well as the use of lethal force against protesters in Minna. The 37 victims were arrested on September 15-16, 2026 during NSCDC operations targeting illegal mining, and were subsequently detained in Minna.

Their deaths were reported on September 17, triggering protests in Minna on September 18. Security forces allegedly used excessive force against the protesters, leading to further deaths and injuries. SERAP emphasized the urgent need for an independent, impartial, thorough and transparent investigation into both the deaths in custody and the use of force against protesters, with findings made public.

They urged the UN special rapporteurs to demand detailed information on the circumstances surrounding the deaths, the conditions of detention, the legal basis for arrests and detention, and the number and status of protesters killed or injured. SERAP called for accountability and effective remedies, including holding security personnel accountable for unlawful killings and excessive use of force, providing compensation or reparation to victims and their families, and protecting protesters, journalists and human rights defenders from intimidation and reprisals.
