West Kelowna’s next mayor vows to restore public confidence after cost overruns

Stephen Johnston, West Kelowna's newly elected mayor, has pledged to bolster public confidence in the city's government following cost overruns on major projects. Johnston, a two-term councillor, expressed his excitement about the opportunity to serve the community. He emphasized his commitment to addressing key issues like homelessness, addiction, and wildfire resilience.

However, restoring public trust will be a top priority for the incoming mayor. Johnston acknowledged that the city faced criticism for a lack of transparency and accountability, particularly surrounding capital projects and budget overruns. Notably, the city hall and library project exceeded its budget by over $6 million, while the Rose Valley Water Treatment Plant also drew significant scrutiny over financing and repayment mechanisms.

Some residents, like Jackie Haynes, expressed skepticism about Johnston's ability to rebuild public confidence, citing past disappointments. Another resident, Cindy Charters, was more hopeful. Johnston revealed that the city had commissioned an independent review after the cost overruns, which identified potential improvements to its capital project delivery model.

While some changes have been implemented, Johnston believes more are necessary, including enhancements to the budgeting process. He noted that the city had never previously shown budgeted versus actual expenses, a gap he has now addressed. Johnston highlighted that greater accountability and the ability for council to track project finances from conception to completion will be crucial moving forward.

During the Union of BC Municipalities convention, Johnston used the opportunity to strengthen relationships with provincial politicians and cabinet ministers, noting that these connections will be vital for the city's growth and development.
