Several Russian regions restrict staining liquids at Duma election polling stations after 2024 ballot-box vandalism

At least four Russian regions have implemented restrictions or recommendations regarding the sale of "zelyonka," a bright green antiseptic often used as a staining liquid in pharmacies, ahead of the upcoming State Duma election. In Tyumen Region, pharmacies are being advised to limit bulk sales of zelyonka, iodine, and other colored antiseptics, with local law enforcement requesting that they not sell more than five packages to a single customer.

In Khanty-Mansi Autonomous Okrug, Kostroma, and Chelyabinsk regions, staining liquids and similar substances are completely banned from polling stations. The Insider discovered similar measures in other regions, including Surgut in Khanty-Mansi Autonomous Okrug, where restrictions have been explicitly written into the official election preparation plan.

Polling stations in these areas are required to post lists of prohibited items at their entrances, including staining liquids and flammable substances that could be used during a protest. Voters are also instructed not to bring staining or flammable liquids into polling stations, and metal detectors will be installed at all 448 polling stations in Kostroma Region.

Police, National Guard personnel, and private security employees will be present to monitor the voting process. These measures come in response to incidents during the 2024 presidential election where zelyonka, ink, and other liquids were poured into ballot boxes and in some cases, flames were set to ballot urns.
