Kanada may become a "first associate member" of the European Union, a proposal made by EU Commission President Ursula von der Leyen on Wednesday that has garnered significant attention and debate. During a speech before the European Parliament in Strasbourg, von der Leyen suggested several areas for deeper cooperation, including technology, arms production, artificial intelligence, and Arctic policy.

The idea of "associate membership" was first proposed by German CDU politician Friedrich Merz in June, who suggested it as a stepping stone towards regular EU accession for Ukraine. However, no official status of "associate member" exists within EU law, which only defines full members, accession candidates, and various forms of close partnership with third countries.

Von der Leyen has not yet defined the extent of her proposal, but it could involve systematic consultation for Canada on certain issues or participation in selected EU programs and formats. Canada has no intention of becoming an EU member, says Prime Minister Mark Carney, who emphasized instead a "unique security and economic alliance" with the EU.

Von der Leyen said the partnership is not against other countries, but aims to increase the collective strength of Europe and Canada. Trump criticized the proposal as "ridiculous" and threatened tariffs or reduced trade if the approach was seen as hostile. However, he also said the proposal would be acceptable if it were motivated by good intentions.

Canada and the EU already have a strong relationship, with the Ceta free trade agreement in effect since 2017, participation in Horizon Europe research program since 2024, and a comprehensive security and defense partnership since June 2025. Canada has also become the first non-European country to join the EU's defense instrument Safe.

The EU Council and Canada will need to clarify the specifics of any associated membership model, including areas of involvement, consultative rights, obligations, and legal basis. The first major milestone is the upcoming EU-Canda summit on October 29-30.
