Lagos tightens Apapa, Lekki port enforcement, targets truckers’ E-Call-Up compliance

The Lagos State Government has announced plans to ramp up enforcement measures along the Apapa and Lekki Port corridors in a bid to improve compliance with the E-Call-Up system. This decision came after feedback and a review of traffic conditions in the two key areas. Sola Giwa, the Special Adviser to the Governor on Transportation, announced this during a strategy meeting held at the Ministry of Transportation.

Giwa, who led the meeting, revealed that gaps were found in the existing enforcement methods, prompting a restructuring of the approach. The gathering included representatives from LASTMA, including Mr. Olalekan Bakare-Oki, the General Manager; the Director of Operations; controllers, Commanders Zebras, and other top officials. Giwa pledged the deployment of additional traffic management personnel to the Lekki Port corridor to bolster compliance with the E-Call-Up system and ensure smooth passage for articulated trucks entering and exiting the ports.

He emphasized that the Ministry has set a timeline for the implementation of the enhanced enforcement strategy and urged LASTMA staff to remain dedicated to their responsibilities. The Lagos State Government is calling on all stakeholders to adhere to the E-Call-Up system, which is a digital scheduling platform aimed at managing the entry, parking, and movement of heavy-duty trucks and tankers.

This initiative was introduced to alleviate heavy traffic congestion in major port and industrial zones, such as Apapa and the Lekki-Epe axis.

In May 2025, the state government revealed that over 28,000 trucks had registered under the Lekki-Epe electronic call-up system, which is designed to regulate truck movement in and around the Dangote Petroleum Refinery, Lekki Deep Sea Port, and Lekki Free Zone. The renewed enforcement measures are expected to enhance traffic management and facilitate a more orderly flow of articulated trucks across the ports.

The state government had previously announced that enforcement of the E-Call-Up system along the Lekki-Epe axis would commence on August 1, 2025, following extensive planning, stakeholder consultations, and public awareness campaigns.
