IAEA safeguards deal for Chashma-5 nuclear power plant secured

ISLAMABAD: The International Atomic Energy Agency (IAEA) and Pakistan finalized a safeguards agreement for the 1,200-megawatt Chashma-5 nuclear power plant on Wednesday, aimed at enhancing the nation's energy security while adhering to international non-proliferation standards. The signing ceremony, held at the IAEA's headquarters in Vienna, took place during the 70th IAEA General Conference.

IAEA Director General Rafael Mariano Grossi, Pakistan Atomic Energy Commission Chairman Raja Ali Raza Anwar, and China's Shan Zhongde witnessed the agreement's signing.

The pact, unanimously approved by the IAEA Board of Governors in March, governs the application of safeguards at Unit-5 of the Chashma plant. It underscores the international community's unwavering confidence in Pakistan's dedication to using nuclear energy for peaceful purposes and its commitment to global non-proliferation obligations.

Chashma-5 construction is advancing swiftly, with the reactor's dome placement already completed early. The facility is targeted for commissioning in 2028, providing a significant source of low-carbon, low-cost electricity to Pakistan's national grid. This addition will bolster climate goals and foster sustainable economic expansion. Pakistan currently operates six nuclear power plants with a combined installed capacity of 3,530 megawatts, boasting an average capacity factor of over 90%.

Experts emphasize Pakistan's robust experience with nuclear operations, having accumulated more than 100 reactor-years under stringent international safety standards. Prior to the signing, Pakistani and Chinese delegations discussed ongoing and future cooperation in the peaceful use of nuclear science and technology, with Pakistani delegation leader Mohammad Kamran Akhtar Malik and Chinese group head Shan Zhongde facilitating the talks.
