Congress Sends Sweeping Russia-Iran Sanctions Bill to Trump

The US Congress passed a comprehensive sanctions bill targeting Russia and Iran on September 16, 2023, and sent it to President Donald Trump for consideration. The legislation, named after the late Senator Lindsey Graham, passed the House by a vote of 262-159, with bipartisan support. Seven Republicans and 152 Democrats opposed the bill, though it had already passed the Senate by an overwhelming 86-11 margin.

The law targets Russian officials, financial institutions, the energy sector, and the country's "shadow fleet" of tankers, while also giving Trump the authority to impose up to 100 percent tariffs on major purchasers of Russian oil and gas and on countries aiding Moscow in evading sanctions. The measure extends US sanctions on Iran and marks the first major bipartisan congressional legislation supporting Ukraine since an emergency aid package in April 2024.

Democrats opposed the bill's tariff provisions, arguing that Trump already had substantial authority to sanction Russia, but 58 Democrats still voted in favor. Critics raised concerns that the tariff powers could affect US partners and allies, but European officials emphasized their support for strong sanctions against Russia. Republican Senator Richard Blumenthal warned China and India to find alternative energy sources if they continue purchasing Russian oil and gas.

The bill's passage reflects continued bipartisan support for imposing economic costs on Russia in response to its war against Ukraine, with supporters emphasizing the need to put pressure on Moscow and force Putin towards negotiations.
