CDA Retains Fresh NDC Requirement for Every Property Transfer

The Capital Development Authority (CDA) has decided to continue requiring a fresh No Demand Certificate (NDC) for every property transfer in Islamabad, according to a written statement to the National Assembly. The CDA maintains that an NDC is mandatory for each property transfer, based on the existing rules, regulations and procedures.

The NDC is issued after verifying the property's current status. This requirement is in place to ensure that there are no outstanding dues, legal issues, building violations, or other encumbrances associated with the property at the time of transfer. The CDA emphasizes that the NDC serves as a protective measure for all parties participating in a property transaction.

Additionally, the authority clarifies that properties are not arbitrarily canceled. Any cancellation that may occur follows the appropriate legal procedures and terms and conditions set forth during the original allotment. The CDA is currently evaluating its property transfer processes with the aim of streamlining the system to expedite processing times and improve public accessibility.

Potential reforms under consideration include digitization and automation of estate management, simplified documentation requirements, strengthened verification methods, standardized procedures, and enhanced monitoring systems.
