CDA cancels 2,999-kanal Bahria Town layout plan

Islamabad: The Capital Development Authority (CDA) has revoked the layout plan for Bahria Town phases III-E and IV due to alleged violations of the agreed plan. In a letter to the management of the company, the CDA's Housing Directorate stated that the layout plan of the two phases, covering 2,999 kanals, has been cancelled. The plan was approved by the CDA in 2010, contingent upon fulfillment of specific terms and conditions.

The letter claimed that Bahria Town failed to meet these terms and conditions, despite a lapse of over 15 years. It further alleged that the company was directed in 2025 to vacate and restore public amenity plots, such as parks, playgrounds, and open spaces, in accordance with the approved layout plan. The management submitted a reply to the notice, but the CDA deemed it unfounded, as it was not grounded in facts.

The CDA subsequently issued a final show cause notice to the management in September of the previous year. Additionally, the Director General of Federal Audit framed Audit Para in 2023-24 regarding illegal construction of commercial buildings along Corniche Road in phases III-E and IV of Bahria Town, in Zone 5, without obtaining CDA approval.

The Departmental Account Committee, headed by the Minister of Interior's secretary, discussed the para and ordered the removal of these illegal commercial buildings constructed in riverbeds, graveyards, and parks/open spaces. Consequently, the approved layout plan dated December 18, 2010, has been canceled with immediate effect.

The CDA has also decided to suspend approval for other cases related to Bahria Town (Pvt) Ltd, which is deemed a defaulter to the CDA. The authority's enforcement wing has been instructed to take action for the demolition/removal of works, buildings, and structures constructed within the scheme. A Bahria Town representative criticized the CDA's decision, calling it 'illegal' and expressed intent to challenge it in available forums, including courts.
