Ongoing talks between the United States and Belarus, which are steadily reducing U.S. sanctions pressure on Minsk, are almost certainly approved by Russian dictator Vladimir Putin, Natalya Radina, editor-in-chief of Charter ’97, told NV on Sept. 17.
