US’s Russia sanctions bill: Pressure tool and a dilemma for Trump, a worry for India

The US House of Representatives voted narrowly to advance a bill aimed at tightening Russia's revenue from oil and gas exports amid the ongoing Ukrainian conflict. This bill, known as the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, includes provisions for imposing up to 100% tariffs on the top five energy importers of Russian oil and natural gas.

India, the second-largest purchaser of Russian crude, could face significant tariffs. The bill, a scaled-down version of the one Senator Graham initially proposed, received approval from the Senate last month but must now be considered and voted on in the House of Representatives. The legislation grants the US President, currently Trump, discretionary powers to decide on implementation.

India's heavy reliance on Russian oil imports (over 88% of its total requirements) puts it in a tricky position. The bill's passage could give Trump an additional tool to pressure India during the current negotiations for a bilateral trade deal. However, given the global energy market crisis, the administration might be reluctant to completely remove Russian oil from the market.

India, already facing supply tightness and soaring energy prices, may push for exemptions or waivers if the bill becomes law.
