US House Set To Vote On Russia Sanctions Bill Naming India For Possible 100% Tariffs Over Russian Oil

The US House of Representatives is scheduled to vote on a Russia sanctions bill that could authorize President Donald Trump to impose up to 100% tariffs on countries that purchase Russian oil. The bill, the Lindsey Graham Sanctioning Russia and Iran Act of 2026, passed the Senate last month with a 86-11 vote and is now awaiting consideration in the House.

Democratic Congressman Steny Hoyer introduced an amendment that specifically names 10 countries, including India, as eligible for these secondary tariff provisions. However, the amendment itself would not impose a 100% tariff on India. Instead, it would identify India as a country that could be subjected to such duties if the legislation is enacted and the President exercises his authority under the bill.

The Senate version of the legislation did not list the countries, but instead referred to the top five importers of oil and gas by volume. The legislation aims to target Russian leadership, its energy sector, and vessels involved in sanctions evasion, while granting the President the power to impose tariffs of up to 100% on major purchasers of Russian energy.

A separate amendment by Democratic Congressman Gregory Meeks seeks to remove the provision granting the President broad secondary tariff authority. With only a limited number of working days remaining before an early recess, the final provisions concerning India will depend on the amendments adopted in the House and subsequent legislative action.
