The EU invites Canada to become 'associate member'

European Commission President Ursula von der Leyen announced a surprise proposal during her annual State of the Union speech in Strasbourg, suggesting that Canada could become an "associate member" of the EU. This idea caught European capitals off guard, as they were not consulted before the speech, leaving governments concerned about potential trade-offs.

The European Commission aims to "urgently reimagine our partnerships" and build global coalitions for resilience and democracies. Canada, currently locked in a trade war with the U.S., would be the first EU associate member. However, no existing model for associate membership exists, and member states have expressed uncertainty about what it would entail.

Some diplomats predict that Canada may receive a deal similar to the EU's Deep and Comprehensive Free Trade Areas, but little mandate for broader economic or political integration. Implementing such a status would require changes to the EU's fundamental treaties, which is deemed "impossible" due to a lack of support. Potential issues include the Made in Canada preference, which could conflict with single market rules; Canada's steel industry, competing with Europe's; taxation on EU car exports and rules limiting imports of European alcohol; and differing guidance on genetically modified produce.

Despite the mixed reactions from member governments, Irish European Affairs minister Thomas Byrne supported the idea, stating that expanding the Union to associate members is in the strategic interest of the bloc. Canadian Prime Minister Mark Carney attended the speech, emphasizing his country's desire to form a club of free trade democracies in response to U.S. threats.
