Major water pipes upgrade set for Hong Kong

Hong Kong's water infrastructure is set for significant improvements, with plans to replace all cast iron and asbestos cement pipes over the next ten years, according to Chief Executive John Lee's recent Policy Address. The government intends to prioritize the replacement of pipes in regions with a higher concentration of public housing and elderly residents during the initial stages of the upgrade program.

By employing a risk-based approach, the authorities aim to replace or rehabilitate a total of 350 kilometers of aged water mains, averaging 70 kilometers per year, with the rate doubling for the years 2026-27. The focus will be on replacing cast iron and asbestos cement pipes in areas like Shau Kei Wan, Wong Tai Sin, and Kwai Tsing, which have a higher number of public rental housing estates and elderly residents.

Lee revealed that the ultimate goal is to achieve a 20 to 30 percent reduction in water pipe bursts and serious leaks within the first five years of the upgrades. The administration plans to work alongside universities and private enterprises to develop an "Intelligent Water Network Closed-loop Management Chain," incorporating real-time monitoring, AI-driven predictions, and leak detection.

This advanced system is expected to be implemented across the entire water supply network within five years of its initial launch. Furthermore, an expert group consisting of both local and overseas specialists will be established to oversee the city's long-term water network management strategy.
