Major water pipes upgrade set for Hong Kong

Hong Kong's water supply infrastructure is set for a major overhaul, as the Chief Executive announced plans to phase out all cast iron and asbestos cement pipes over the next decade. In his Policy Address, John Lee revealed that the government will prioritize replacing pipes in areas with larger populations of public housing residents and the elderly. A risk-based approach will see the replacement or rehabilitation of 350 kilometers of aging water mains, averaging 70 kilometers per year, with a double rate in 2026-27.

The initiative will focus on upgrading cast iron and asbestos cement pipes in locations such as Shau Kei Wan, Wong Tai Sin, and Kwai Tsing, where public rental housing and elderly populations are more prevalent. Lee stated that the goal is to phase out all such pipes within a 10-year period, aiming to reduce water pipe bursts and significant leaks by 20 to 30 percent within the first five years.

Collaboration with universities and private enterprises will be crucial in establishing an "Intelligent Water Network Closed-loop Management Chain," incorporating real-time monitoring, AI-driven predictions, and efficient leak detection. The smart system is expected to be deployed across the entire water supply network within five years of its initial launch.

Additionally, a specialized expert group consisting of both local and overseas specialists will be formed to review the long-term management strategy for Hong Kong's water network.
