John Lee's policy address unveiled Hong Kong's first five-year plan, focusing on deepening integration with mainland China and developing new economic engines. The plan includes 22 major indicators, with 17 being anticipatory goals and five being binding targets, such as reducing carbon emissions and raising the number of "spade-ready sites" in the Northern Metropolis.

The "Four Centres, One Hub" strategy aims to strengthen Hong Kong's global edge by enhancing its status in international finance, maritime, trade, and technology sectors. The Northern Metropolis project, a 30,000-hectare development, serves as a key platform for the city's participation in the Greater Bay Area and aligns with the South-North Dual Engine strategy.

Three university towns are planned within the Northern Metropolis, with the government prioritizing the Hung Shui Kiu University Town. The plan also emphasizes the Greater Bay Area as the "strategic fulcrum of the country's new development paradigm" and outlines measures to deepen integration, such as enhancing connectivity, promoting mutual recognition of professional qualifications, and aligning rules and mechanisms.

In housing, the five-year plan earmarks 40% for public rental homes, 30% for subsidised sale flats, and 30% for private homes, with a goal of reducing the composite waiting time for public rental flats to four years or below. A "holistic national security approach" will be used to crack down on infiltration, sabotage, and subversion, as well as other "local anti-China destabilising" forces.
