GRA, Eban Capital and ASSI hold national stakeholder workshop on Modified Taxation Scheme
The workshop, themed “Driving Informal-Sector Tax Compliance, Digital Revenue Mobilisation and Financial Inclusion through Partnership”, formed the centrepiece of a two-day national engagement.
The Ghana Revenue Authority (GRA) collaborated with Eban Capital and the Association of Small-Scale Industries (ASSI) to host a significant Stakeholder Workshop on the Modified Taxation Scheme (MTS) in Accra on September 9, 2026. The event, themed "Driving Informal-Sector Tax Compliance, Digital Revenue Mobilisation and Financial Inclusion through Partnership," aimed to boost the participation of informal-sector businesses and micro/small enterprises in Ghana's tax system.
Approximately 300 attendees, including ASSI Regional Chairmen, trade association representatives, senior GRA officials, and representatives from various banks and mobile network operators, participated in the workshop. The primary goal of the engagement was to educate the public and small businesses on the MTS, a program designed to encourage voluntary compliance among businesses not registered for VAT, and link tax registration and payment to digital platforms.
This approach aims to create verifiable tax records, enabling access to formal credit, insurance, pensions, and other financial services, ultimately aiming to increase Ghana's tax-to-GDP ratio and support national development. GRA's Technical Advisor and Chair of the MTS Implementation Committee, Elsie Appau-Klu, highlighted the importance of expanding the tax net in alignment with the President's vision for national development.
She emphasized the role of informal-sector businesses in the economy and underlined the need for the revenue authority to work closely with these businesses to develop effective solutions. Eban Capital's CEO, Jim Sewornu Amegah, showcased the digital infrastructure supporting the seamless collection process for taxes and financial services for the informal sector.
He stressed the importance of collaboration between trade associations and partner banks to provide financial inclusion support to members, integrating them into the tax net and the broader financial ecosystem. ASSI's National President, Rev. Christian Balagi, expressed his organization's readiness to support the government initiative.
He noted that the success of the MTS depends on a collaborative effort among stakeholders and intensified education for members to ensure compliance with the new tax scheme. The outcomes of the workshop included a shared understanding of the MTS framework, clarified roles for various institutions, and a pathway for association-led mobilisation and digital onboarding.
The workshop strengthened the commitment of all stakeholders to a coordinated national rollout of the MTS, expanding the tax net while promoting financial inclusion for Ghana's informal sector and micro/small enterprises.
