European Union opens door for Canada to become first associate member

European Commission President Ursula von der Leyen has announced that the European Union is opening the door for Canada to become its first "associate member". This move represents a significant shift in EU policy, as the bloc has historically resisted flexible categories and EU members were cautious about Germany's proposal in May for associate membership for Ukraine as a stepping stone to full accession.

Von der Leyen's announcement comes in her annual State of the European Union address to the European Parliament in Strasbourg. She emphasized that partnerships are a strategic choice for Europe and should respond to the fracture in the international rules-based system. She highlighted the common ground between Europe and Canada in areas such as AI, climate change, the Arctic, and geopolitics, emphasizing their shared belief in democracy.

Canada's Prime Minister Mark Carney had previously expressed the country's interest in a "unique alliance" with the EU, but had not sought full membership. Von der Leyen extended an invitation for Carney to join her in Strasbourg and deliver his own address on the matter. The Canadian leader's visit follows a significant deterioration in Canada-US relations due to the collapse of trade talks, which led to a series of retaliatory tariff measures.

Von der Leyen outlined several areas where the EU and Canada would collaborate, including manufacturing, AI, critical minerals, energy, intelligent manufacturing, a tech alliance, defence industrial bases integration, and the Arctic as a joint project. She stressed that this partnership is not against anyone else, potentially aiming to avoid provoking US President Donald Trump.
