In a bid to unite Petronas and Petroleum Sarawak Bhd (Petros), Malaysian Prime Minister Anwar Ibrahim urged the two companies to work together as a team with the main goal of building and advancing the nation, according to Bernama. Both companies must respect and acknowledge laws and rights at the state and federal levels to reach a consensus amidst the ongoing conflict, Prime Minister Anwar stated on September 16.

The existing principles remain, and only a few aspects of the commercial agreement need to be prioritized, he said when addressing Malaysia Day in Kuching. Sarawak seeks greater control over oil and gas resources through Petros by appointing the state-owned company as the gas aggregator for its domestic market. However, Petronas maintains its position that its national role encompasses upstream management under the Petroleum Development Act 1974 (PDA) and the maintenance of Malaysia's liquefied natural gas (LNG) pipeline, including the existing export agreement.

In May 2025, Putrajaya and Sarawak signed a joint declaration reconfirming Petros' continued role, while reaffirming Petronas' ongoing role under PDA. However, in January, Petronas referred to the Federal Court for clarification on its legal obligations in operating in Sarawak, while stating that differences in its liability remain.

The following month, Sarawak brought its own petition to the same court to challenge the validity and continued use of several federal petroleum laws in the state, including PDA, the Land Consolidation Act 1966, and the Petroleum Conservation Act 1966. The Federal Court upheld Petronas' request for clarification in March. In June, Anwar announced that several key issues have been successfully resolved and a final agreement is expected soon.
