GRA to roll out Fiscal and Accounting devices in Q4 to improve VAT compliance

The Ghana Revenue Authority (GRA) plans to launch Fiscal and Accounting Devices in the final quarter of 2026, with a goal of bolstering tax compliance and enhancing monitoring of business activities. Anthony Kwasi Sarpong, GRA's Commissioner-General, announced that government-sanctioned devices will be introduced for businesses' transactions.

This initiative aims to bolster GRA's capacity to trace transactions and ensure businesses accurately account for Value Added Tax (VAT) liabilities. During the AGI 2026 Industrial and Exhibition Summit, Sarpong announced that this implementation is part of extensive reforms by the GRA to establish a more equitable and predictable tax system.

"From GRA's perspective, we will implement what we call the Fiscal and Accounting Devices Act in the last quarter of this year," he declared. The devices will be government-approved and utilized by enterprises during their transactions. "This way, we will ensure VAT compliance and create a level playing field for all of us," Sarpong added.

The move follows GRA's intensified efforts to address tax evasion and expand the nation's tax base. Sarpong has previously expressed concerns over the compliance levels among businesses, stating that approximately six out of every ten companies fail to meet their tax obligations. The new system will be incorporated into the GRA's broader digitization strategy, designed to minimize human interference, enhance efficiency, and simplify the process for taxpayers to fulfill their tax responsibilities.

The Authority is also deploying the Integrated Tax Administration System, which Sarpong described as a "game-changer," offering a more efficient and seamless connection between GRA and taxpayers. The GRA asserts that these reforms are ultimately aimed at improving compliance while ensuring businesses that fulfill their tax duties can compete on a level playing field.
