On August 28, a 36-year-old Indonesian man became the first individual in Malaysia to face imprisonment for the minor offense of littering cigarette butts in the Stulang area of Johor. Zainal Fitri Ahmad, the Johor State Waste Management and Cleanliness Authority, explained that the construction worker made the mistake of disposing of small waste (PSK) around Stulang in February.

However, the man was imprisoned for a month starting August 28 after failing to pay a RM1,000 fine imposed by the court. Following his imprisonment, he will serve 6 hours of Community Service (PKM) as reported during a press briefing, which is the 50th cycle of PKM today. According to the report, there were 107 cases of PKM resolved in court involving 59 local residents and 48 foreign residents so far.

The total fine imposed amounts to RM71,550 with community service ranging from 2 to 10 hours. So far, a total of 3,358 enforcement operations have been carried out in Johor with 3,095 Notices of Offense (NPK) issued. Up to now, 789 application forms have been sent to the alternate complainant for further action, he stressed. Littering cigarette butts in public places is considered an offense under Section 77A of the Waste Management and Cleanliness Act 2007.

If found guilty, the offender can be fined up to RM2,000 or undergo PKM for up to six months. Further action for non-compliance with PKM orders can also result in fines up to RM10,000.
