Zelensky to push energy, Black Sea ceasefire at possible Trump meeting in New York

President Volodymyr Zelensky intends to address the suspension of Russian and Ukrainian assaults targeting energy facilities and in the Black Sea during an upcoming meeting with U.S. President Donald Trump in New York, possibly between September 21-23. The discussions will occur as U.S.-led peace negotiations remain stagnant due to Russia's territorial claims.

Zelensky, in a recent interview, indicated openness to both a maritime and energy ceasefire. Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi confirmed a preliminary agreement for an in-person meeting this month. The proposed truce would expand on recent U.S. initiatives to forge limited understandings between Kyiv and Moscow.

In late September, Trump's aides Jared Kushner and Steve Witkoff visited both cities to attempt to break the impasse in peace talks, presenting revised proposals, but no resolution was reached as Putin remained determined to escalate the conflict. Reports indicate the envoys brought an energy ceasefire proposal. Kremlin spokesman Dmitry Peskov expressed that efforts to curb attacks on Russia's economic infrastructure are welcome but declined to confirm Russia's readiness to cease targeting Ukraine's economic infrastructure.

Trump has criticized Ukraine's attacks on Russian fuel, citing a global diesel shortage. Both sides have frequently targeted each other's energy infrastructure throughout the ongoing war, with Ukraine striking Russian energy facilities to undermine Moscow's war financing, while Russia focuses on Ukrainian power plants and substations to induce widespread power outages.

The concept of a limited ceasefire is not novel; Ukraine has repeatedly advocated for pauses in Russian strikes on crucial energy infrastructure, yet the Kremlin consistently rejects such proposals, emphasizing the energy sector as Ukraine's "Achilles heel." The Black Sea also presents a potential area for a limited agreement, as Ukraine's grain exports currently operate at around 40% of full capacity, with Russia maintaining a blockade of the region.
