Call for swift concrete test at public housing project

Lawmaker Scott Leung is urging authorities to conduct immediate concrete testing at a public housing development in Tung Chung. The Housing Authority confirmed that structural components in Blocks 3, 4, and 5 of the project may not have met safety standards during routine tests between late August and early this month. Leung called for expedited testing to determine whether the issue stemmed from procedural errors or the concrete quality itself.

The authority has instructed the contractor to re-test, but Leung emphasized the urgency of completing the examination promptly. He noted that the testing process had already identified potential issues within a month of their discovery, demonstrating the effectiveness of the testing mechanism. To minimize delays, a different concrete supplier is now providing materials for the project.

While no similar problems have been found at other sites, Leung suggested conducting additional testing across other development projects to ensure consistent concrete quality. The full impact of the situation on public housing supply and responsibility allocation will only be known after the re-examination is completed.
