Reps probe NIOMCO-Premium Steel deal, procurement breaches

The House of Representatives Committee on Steel Development has launched an investigation into the agreement between National Iron Ore Mining Company (NIOMCO) and Premium Steel and Mines Limited. This probe was prompted by a complaint from Public Accountability & Transparency International, which alleged breaches of Nigeria's Public Procurement Act, 2007.

Committee Chair Zainab Gimba informed the Minister of Steel Development in a letter dated September 10, 2026, stating that the committee would investigate the matter in the public interest, in line with Sections 88 and 89 of the 1999 Constitution and Order 17 of the House of Representatives' Standing Orders. The allegations include the alleged concession of iron ore intended for Ajaokuta Steel Company to an Indian company, and the improper management of NIOMCO by the same Indian firm under previous administrations.

The committee seeks to verify whether all necessary approvals and official processes were followed before the agreement was signed, and whether the President's approval, compliance with the Public Procurement Act, and National Assembly consultation were sought. The investigation extends to other contracts awarded by the ministry, including the technical and financial audit of Ajaokuta Steel Company and the digitisation of its archives.

The committee is also examining the alleged award of contracts on behalf of the ministry's agencies and parastatals without adhering to the stipulated procedures in the Public Procurement Act. The ministry has been asked to provide certified documents, memoranda, legal opinions, procurement files, and evidence of contract awards within seven days, or risk facing constitutional consequences.
