Islamabad To Introduce Vehicle Emission Testing

Munaza Hassan, leading the National Assembly Standing Committee on Climate Change and Environmental Coordination, has urged Islamabad to implement regular vehicle emission testing. The committee also urged updates to the Pakistan Environmental Protection Act, 1997, to tackle current environmental issues. The committee noted that the country has not released a National Environment Report for the past ten years.

Officials from the Pakistan Environmental Protection Agency (Pak-EPA) informed the committee that the first report since 2016 is being prepared in collaboration with the Sustainable Development Policy Institute and scheduled for publication by December 15, 2026. During the review, committee members questioned inconsistencies in the data provided to them by Pak-EPA.

The agency is working on installing air monitoring systems and plans to control transport-related pollution, as well as partnering with the Capital Development Authority to introduce electric buses in Islamabad.

Hassan emphasized the need for the Pak-EPA to concentrate on pollution prevention rather than solely relying on monitoring. She also questioned the progress of the Air Quality Management Plan and requested detailed information on short-term measures. The committee recommended encouraging carpooling among Pak-EPA officials and suggested spot checks should be replaced with regular inspections and mandatory emission testing for vehicles operating in Islamabad.

The committee learned that 50 diesel-powered commercial vehicles have been inspected thus far, with 11 receiving fines. They also sought a report on water testing, environmental standards, and laboratory performance. Pak-EPA officials informed the committee that the agency is contending with funding and staff shortages and is progressing towards digitization. The committee asked for further details on employees on deputation and the reasons behind their postings.

The committee proposed enhancing the ministry's social media presence and updating the 1997 Act, specifically its schedule on international environmental treaties. However, a briefing on Margalla Hills National Park and other protected areas was postponed due to the chairperson of the Islamabad Wildlife Management Board's absence.
