According to the Program for International Student Assessment (PISA) 2025 report, 27% of Malaysian students reported experiencing bullying at least once a month or more. This issue should not be treated solely as a disciplinary matter or school management problem, but rather as a safety and well-being issue, says the Human Rights Commission of Malaysia (Suhakam).

The agency's child protection officer stated that bullying cannot be the responsibility of the Ministry of Education or schools alone. "Every child should be able to attend school without fear of humiliation, violence, or disruption. A safe learning environment is the foundation for children's ability to learn, grow, and meaningfully participate in education."

Society must promote a culture of care, empathy, and responsibility, with community members recognizing the 'educator's spirit' – readiness to guide, educate, and protect children wherever bullying occurs. The agency refers to findings on bullying and cyberbullying in an early ministry of education report on Malaysia's performance in the Program for International Student Assessment (PISA) 2025.

According to the report, 27% of Malaysian students reported experiencing bullying at least once a month or more, compared to 20% in OECD countries. Suhakam also emphasized findings that 5% of Malaysian students reported emotionally painful information about themselves being posted online without their consent, compared to 3% in OECD countries.

"Bullying is no longer confined to the physical environment of the school. Technology can enable ongoing disruption after children return home, including through phones, group chats, and other digital spaces." Therefore, addressing bullying requires a comprehensive approach involving the entire system and society. Parents and guardians play a crucial role in providing guidance, values, and positive behavior at home.
