Balabac: where geography, geology and strategy converge

Balabac, a Philippine island, is of strategic importance due to its location between northwest Borneo and southwest Palawan, which is part of the Baram-Balabac petroleum province. The waters surrounding Balabac host a mature and commercially valuable hydrocarbon region. The geological relationship between Balabac and Sabah should not be overlooked, as the Baram-Balabac Basin is a recognized geological province associated with offshore Sabah.

The Philippine government has recognized the possibility of geological continuity extending northwards to West Balabac. Malaysia has a more developed offshore petroleum economy in Sabah, with produced fields, platforms, pipelines, and processing infrastructure. The political economy in Sabah is changing, with Malaysia seeking a larger role in the petroleum value chain through greater local participation and ownership of producing assets.

Although the presence of petroleum resources does not suggest any military or strategic intent by the Philippines, the strategic importance of Balabac cannot be ignored. Balabac serves as a military, maritime, and energy hub, with military, maritime, and energy geographies overlapping. Malaysia should remain aware of the developments around Balabac, as it may lead to increased maritime domain awareness and economic-security requirements.

Both Malaysia and the Philippines have common interests in addressing illegal activities in the Sulu and Celebes seas and preventing the area from becoming dangerous due to crowded maritime spaces. Through defence engagement, maritime dialogue, and transparency, Malaysia and the Philippines can cooperate to maintain stability and security in the region.
