Balabac: where geography, geology and strategy converge

Balabac, a Philippine island, is situated in a region where geography, geology, and strategy intersect. Malaysia and the Philippines have a military agreement, the Enhanced Defense Cooperation Agreement (EDCA), which covers nine locations, including Balabac, but it remains under Philippine control. While there is little reason to believe the Philippines is threatening Sabah, the larger question is whether Malaysia comprehends the strategic geography north of Sabah. The area beneath the surface is also significant.

The Baram-Balabac petroleum province, located between northwest Borneo and southwest Palawan, is a geological environment associated with hydrocarbon resources. West Balabac is still an unexplored area, while the offshore Sabah has mature and commercially important hydrocarbon reserves. The Malaysian side of the Baram-Balabac Basin has historical deepwater discoveries, while the Philippine side is seeking a larger role in the petroleum value chain.

The waters south of Balabac are economically important to Malaysia due to its offshore petroleum industry. The EDCA is not driven by petroleum resources, but rather by the Philippines' defensive strategy in the South China Sea. Malaysia should not interpret military developments as part of a larger conspiracy but rather as a result of strategic geography.

The overlapping interests in military geography, maritime geography, and energy geography require cooperation between Malaysia and the Philippines. This includes addressing transnational threats, preventing dangerous maritime conditions, and exploring the potential economic impact of a significant commercial discovery in West Balabac. Understanding this complex environment is crucial for Malaysia to maintain its national energy system and regional stability.
