South Korea Just Gave 52 Million People Free, Unlimited AI - But the Real Catch Is an 80% Domestic Model Quota

South Korea has become the first G20 country to offer 52 million citizens free, unlimited access to generative AI through its "AI for All" program. The program, implemented by the Ministry of Science and ICT, involves three operating consortiums: SK Telecom, KT, and Kakao. Beta testing begins in September, with full launch by year-end. The government has allocated 512 NVIDIA B200 chips for this initiative, with part of the cost covered by the national budget starting in 2027.

While the program is marketed as free and unlimited, the reality is that rate limiting will likely apply to prevent overuse. The true game-changer behind the free access is the 80% domestic model quota rule. Every operator must route at least 50% of queries to their own certified Korean foundation model, and at least 30% to other Korean companies' models. Combined, this mandates an 80% domestic usage quota for the AI service.

This quota is a strategic move by the government to foster domestic AI development. By funneling 80% of the AI traffic through Korean models, the government aims to create a strong domestic ecosystem for AI. The government provides the infrastructure, compute resources, and access, while requiring domestic models to handle the majority of usage. This approach leverages the massive user base to create demand for domestic AI models, creating a virtuous cycle that benefits both the government and domestic AI companies.

The initiative reflects a broader global trend towards sovereign AI development. Countries are investing heavily in AI infrastructure, data centers, and research to reduce dependence on foreign AI technologies and protect national interests. However, Korea's approach is unique in its emphasis on demand-side growth, aiming to create a robust domestic AI ecosystem that can compete with global leaders like OpenAI's ChatGPT.
