MPs task KUCCPS to reveal institutions that owe Ksh300M in fees

On Wednesday, September 9, 2026, the National Assembly Education Committee instructed Kenya Universities and Colleges Central Placement Service (KUCCPS) to reveal which institutions have yet to remit approximately Ksh300 million in placement fees, as they examined KUCCPS' budget implementation for the 2025/2026 financial year under Chairperson Julius Melly.

KUCCPS CEO Agnes Wahome informed MPs that institutions are obliged to pay a one-time Ksh1,500 fee for each placement after students are admitted, yet some, primarily universities, have neglected to fulfill this obligation, leaving the agency with a debt of about Ksh300 million. Wahome stated that KUCCPS failed to achieve its target due to these unpaid fees, most notably from universities.

Committee Vice-Chairperson Eve Obara inquired about the specific categories of institutions accountable for the unpaid fees and the steps KUCCPS is taking to recover the money. Wahome revealed that KUCCPS has reached an agreement with the affected universities, who have pledged to settle the outstanding amounts in installments. The Ksh1,500 charge is tied to the verification of students' placement data, which facilitates universities, the Universities Fund, and the Higher Education Loans Board in processing student funding.

KUCCPS collected Ksh261.57 million in placement fees out of a goal of Ksh284.16 million during the financial year, falling short partly due to institutions not paying the fees. The Placement Service also noted an 89 percent absorption rate on its Ksh796.5 million approved budget, spending around Ksh710 million. The committee's demand arises as MPs urge KUCCPS to address the unpaid fees and identify the institutions responsible for the Ksh300 million outstanding debt.
