Ministry of Labour launches phase one of 'Moawen' platform for domestic worker recruitment

Doha, Qatar witnessed the launch of the first phase of the 'Moawen' Platform for Domestic Worker Recruitment by the Ministry of Labour. The digital initiative aims to enhance transparency, efficiency, and oversight in the domestic worker recruitment sector. By leveraging advanced digital solutions, the platform seeks to streamline recruitment procedures, protect the rights and obligations of all parties, combat fraud, and elevate service standards.

It aligns with Qatar's broader goal of accelerating digital government transformation as outlined in Qatar National Vision 2030.

Developed by the Ministry of Labour in collaboration with Google, Moawen brings together employers, recruitment agencies, and domestic workers. It manages the recruitment and employment process from initial application to the worker taking up employment within a trusted digital environment. This integration provides a clearer, more efficient, and secure experience for all involved.

Hamad Faraj Dalmouk, Assistant Undersecretary for Migrant Labour Affairs at the Ministry of Labour, highlighted the significance of the platform's first phase in regulating domestic worker recruitment. He emphasized the platform's role in advancing Qatar's Third National Development Strategy and National Workforce Development Strategy 2024-2030, contributing to a more efficient, fair, and transparent labor market.

Dalmouk also stressed Moawen's potential in strengthening the recruitment system, promoting a fair balance between rights and obligations, and offering a seamless, secure service experience. The platform empowers individuals through digital solutions, fostering a sustainable working environment that safeguards workers' dignity and enhances public confidence.

For employers, Moawen provides a range of recruitment options, including recruiting known workers, requesting offers from selected agencies, or browsing available offers from approved agencies. A smart rating system based on employer experiences helps assess recruitment agencies, encouraging quality improvement and strengthening service standards.

Moawen covers the entire recruitment journey, from contract signing to the worker's arrival and employment contract signing. Real-time access to relevant data and procedures enables the Ministry to monitor the process effectively and make data-driven decisions, reinforcing governance across the sector. Future phases will expand access to domestic workers, providing them with contract details and terms of employment through a comprehensive knowledge base and an AI-powered chatbot to help understand rights and obligations.

As the official and only approved digital platform for domestic worker recruitment, Moawen integrates with government systems to verify information, accelerate processing, and provide real-time notifications on application updates. It also supports streamlined electronic salary transfers.
