Hong Kong targets biomedicine powerhouse status in debut 5-year plan

Hong Kong's inaugural five-year plan, set to be released next week, will prioritize biomedicine as a strategic industry of national and regional importance. The city aims to position itself as a key "superconnector" and "super value-added" hub for biotech and manufacturing in the Greater Bay Area, a bustling economic and business collaboration linking Hong Kong, Macau, and cities across Guangdong province, which is home to 88 million people and generated a GDP of over 15 trillion yuan in 2025.

GSK, a global pharmaceutical company, expressed its intention to expand its role in Hong Kong's biotech development during the fifth Hong Kong International Biotechnology Conference and Exhibition (BIOHK). The company's CEO, Jonathan Symonds, revealed that GSK is shifting its strategy in China, no longer seeking to build physical assets but instead working alongside existing assets in the country.

GSK currently employs more than 4,000 people in China and operates five regional hubs, including in Beijing and Guangzhou. The city plans to create its own Centre for Medical Product Regulation by year-end, aiming to become an internationally recognized regulatory authority to streamline approvals. Meanwhile, Hong Kong's Secretary for Health Lo Chung-mau emphasized that the city's first five-year plan will align with the national blueprint, which has designated biomedicine as a "national and regional imperative."
