Johari: Parliamentary Service Act gives Parliament greater scope to strengthen oversight of government

Cameron Highlands, September 8 — The Parliamentary Service Act (PSA) empowers Parliament to enhance its oversight of government, according to Dewan Rakyat Speaker Tan Sri Johari Abdul. This new legislation replaces the long-standing practice of Parliament operating under executive oversight for 33 years. Johari emphasized that the PSA enables Parliament to adopt a more independent role in contributing to national prosperity.

He further elaborated on the formation of 10 ministry-related committees, with each committee comprising 12 MPs from both government and opposition parties. These committees possess broad terms of reference and significant powers under the Standing Orders, allowing them to summon parties for hearings on matters of public interest or ministerial shortfalls.

The outcome of their investigations would be presented in the form of reports and recommendations, which would undergo serious consideration by the executive. Johari highlighted that this mechanism would enable early identification of oversights or issues at the ministerial level, preventing them from escalating into larger complications.

Previously, significant decisions were largely made by the executive branch, which could result in prolonged issues arising from operational flaws. Under the PSA, Parliament now plays a more prominent role in planning and implementing reforms, with legislative decisions being made jointly by the Speaker and Parliament. The Speaker acts as the coordinator, working alongside the minister responsible for law and parliamentary affairs.

In addition, the conference brought together representatives from both the Malaysian Parliament and state legislative assemblies to discuss best practices and strengthen federal-state legislative relations based on the principles of federalism. Johari emphasized the importance of bringing the legislature closer to the public, including providing more opportunities for citizens and students to engage with Parliament and state assemblies.
