Cybersecurity purchase letter is fake – EOCO Investigator tells court as prosecution closes case

An EOCO investigator told the Accra High Court that a letter presented as evidence by former National Signals Bureau (NSB) boss Kwabena Adu Boahene is fake, according to his cross-examination on the last day of the prosecution. Frank Marshall Cromwell said forensic analysis proved the document was forged and lacked contact details or a signatory.

He also pointed out discrepancies in company names and logo sizes compared to other letters from the same entity. The prosecution has now concluded its case after presenting four witnesses in support of 11 financial charges against Adu Boahene, his wife Angela Adjei Boateng, and Advantage Solutions Limited, allegedly owned by the two.

The charges pertain to the alleged theft of GH¢49.1 million intended for purchasing cybersecurity software for the state. The first witness was a driver who recounted running errands for Adu Boahene, including handling cash for deposits and withdrawals. The second witness, NSB Head of Finance Ruby Adumoah Opoku, testified about the transfer of the funds into an unknown account.

The third witness explained a company allegedly created by the accused to move funds and mentioned pre-signed cheques given to her. However, the fourth witness, Cromwell, challenged the authenticity of the letter claiming the purchase of the cybersecurity system. The defence has two weeks to file a "submission of no case," with a response window of another two weeks.

The court will then determine on November 5, 2026, whether the prosecution has established a case requiring the accused to present their defense.
