Two-state solution 'practically impossible' if Gaza plan not implemented, warns Mladenov

If the comprehensive peace plan for Gaza does not move into its implementation phase, a two-state solution will become “practically impossible”, warns Mladenov. He spoke at the Hili Forum in Abu Dhabi, noting that some progress has been made in Gaza to improve the lives of over two million Palestinians, but major hurdles remain.

These include Israel's limits on the entry of construction materials and humanitarian assistance. Mladenov said, “If Gaza continues the way it is now or does not move into implementing the road map and the proposal we have under the comprehensive plan, the two-state solution will become practically impossible.” He added that there is no credible pathway for a political resolution to the conflict, given that 50% of Gaza is under Israeli control and less than 50% under Hamas.

To build back, transitional governance, weapon decommissioning, and Gaza's withdrawal are necessary. Without these, Gaza will see a new generation growing up with reasons for radicalisation and anger, a cost similar to what was seen on October 7, 2023. Despite a ceasefire, the Israeli army has killed over 1,350 Palestinians, prevented reconstruction, and severely limited humanitarian aid.

Israel demands weapons surrender before allowing entry, which Hamas has not agreed to. Some progress includes the establishment of an International Stabilisation Force (ISF) that will train the Palestinian police and oversee weapon decommissioning, with two more countries likely to join soon. Hamas has agreed to hand over heavy weapons, but Israel's rejection of the peace plan ahead of elections is a sticking point.

Israeli Prime Minister Benjamin Netanyahu prioritises national security, complicating matters domestically and politically. Mladenov acknowledged the difficulty in talks with Israel on humanitarian aid, but reconstruction remains a distant goal. He called for increased aid entry and early recovery. Despite the hurdles, Mladenov expressed hope for positive developments in the coming weeks, emphasising the urgent need for a solution.
