During her maiden speech as the representative of the Democratic Party, Kim Min-seok expressed her intention to push for constitutional reform, aiming to make the necessary changes reflective of the times and the demands of the people. She emphasized that the existing constitution and laws should be followed in a manner consistent with procedural integrity, while incorporating the evolving needs of the nation.

Kim highlighted that events like the 5·18 and the Busan protests should be considered as starting points for constitutional reform. She questioned whether to acknowledge or reject the 5·18 movement, whether to honor or denounce President Kim Young-sam, and whether to consider it a betrayal of history or a divergence from it. She encouraged the pursuit of constitutional reform, seeking to engage in this process alongside others.

Kim also outlined plans to strengthen the partnership between progressive reformist parties, moderate conservatives, and the existing council of representatives. She aimed to reform the legislative process, making it democratic and involving all relevant parties, including the central and local governments, the National Assembly, local councils, universities, and civil society.

She further discussed the need to enhance market-related systems through comprehensive stock law reforms, transparency measures, and the introduction of a disclosure system. Kim reaffirmed her commitment to pursuing political reform, asserting that a government should be established on a foundation of mutual respect and creative collaboration between the government and businesses.

She aimed to establish a cooperative relationship with political parties, emphasizing the importance of being a responsible governing party that listens to the public. Kim also stressed the necessity of addressing issues and challenges, and pledged to pursue police reforms following the completion of judicial reform. Additionally, she expressed her intention to collaborate with both the opposition and the Seoul government on housing policies, aiming to create a forum for discussions and joint efforts.

Kim concluded her speech by proposing a simple and inclusive approach to political reform, urging fellow lawmakers to sit together and engage in constructive debate, rather than engaging in partisan squabbles.
