Will Russia Honor Zelensky’s Proposed Truce for US Envoys?

President Volodymyr Zelensky's proposal for a temporary ceasefire during a high-stakes US diplomatic mission has presented the Kremlin with a new challenge. Zelensky announced on Friday that US envoys Steve Witkoff and Jared Kushner would travel first to Moscow and then to Kyiv to discuss the conflict. Ukraine has pledged to halt air strikes while the Americans are in Russia, expecting Moscow to reciprocate.

"There will be no air strikes from our side, and Russia must do the same," Zelensky stated, emphasizing that Kyiv was safeguarding the negotiators, "not Russia."

Washington is also seeking security assurances for the envoys' travel. However, Russia has not publicly committed to Zelensky's proposal, leaving open the question of whether Russian missiles and drones will remain grounded when Witkoff and Kushner arrive in Kyiv. Moscow has a vested interest in cooperating, as the envoys represent US President Donald Trump directly, and endangering their mission could jeopardize Russia's efforts to influence the ongoing US-led diplomatic push.

Nevertheless, Russia's history raises doubts about its willingness to comply. Temporary pauses earlier this year, including truces during Easter and Victory Day, were followed by continued fighting and accusations of violations. The timing of a recent Russian drone strike near the planned visit of the US envoys has intensified these concerns.

The attack occurred shortly before the anticipated arrival of Witkoff and Kushner, raising questions about Moscow's commitment to observing even a limited ceasefire during the diplomatic mission.

These doubts were further fueled by another significant Russian drone strike on the headquarters of Ukraine's Security Service (SBU) in central Kyiv. While the targeted individual, acting SBU chief Oleksandr Poklad, was unharmed, Foreign Minister Andrii Sybiha called it a "major escalation," asserting that Russia had launched the strike during a renewed peace push, "laying bare its true rejection of diplomacy."

Zelensky subsequently approved SBU and Armed Forces proposals for retaliatory action, stating that Ukraine would respond "at the right time." For now, Kyiv has publicly committed to holding its fire during the Americans' mission, leaving open the question of whether Moscow will follow suit and contribute to testing the Kremlin's sincerity in pursuing the latest diplomatic effort.
