ICPC Officer Sacked For Allowing El-Rufai’s Wife ‘Unauthorised’ Access

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has dismissed an officer named Daniel Stephen for allowing Aichatou Asabe El-Rufai, wife of ex-Kaduna State Governor Nasir el-Rufai, unauthorised access to the ICPC premises. Stephen, part of the commission's internal security team, was caught on CCTV aiding Asabe to enter the facility on July 5, 2026, bypassing the required visitor access protocol.

He later admitted to his role in a handwritten statement to an investigation panel, acknowledging he facilitated her access "through the back door."

Asabe, who has been in ICPC custody since February 19, is charged with money laundering and conversion of public property, allegations she denies. Stephen drove her into the ICPC premises, guided her through the back entrance, and escorted her upstairs to el-Rufai's holding cell. During the visit, which lasted about 15 minutes, she presented el-Rufai with a document, picked up a black purse, and discussed a court matter in Hausa.

The officer claimed he was aware his actions violated ICPC security procedures, as visitors must register details at the gate and receive clearance from the head of the security unit.

Stephen also admitted his actions constituted a breach of the commission's rules. His account suggests his involvement with Asabe may have extended beyond the July 5 incident; he reportedly helped escort her into the facility earlier and later assisted another man who identified himself as El-Rufai's blood brother by helping him enter the facility through the back entrance.
