Port inspection delays increasing cost of doing business – ICC Ghana

The International Chamber of Commerce (ICC) Ghana has highlighted that delays at Ghana's ports, particularly in inspection procedures, are causing increased costs and longer times for businesses to conduct operations. Mr. Emmanuel Doni-Kwame, Secretary-General of ICC Ghana, emphasized during a media forum that the issue necessitates enhanced coordination among the different agencies responsible for inspecting goods at the ports.

Despite Ghana's adherence to the WTO's Trade Facilitation Agreement, a significant number of containers still undergo inspections, which contributes to delays in unloading goods. This situation affects importers, freight forwarders, and other businesses that rely on efficient port operations. Doni-Kwame pointed out that the Authorized Economic Operator (AEO) program could help reduce unnecessary inspections by fostering trust between customs authorities and businesses with proven compliance records.

He suggested that businesses with lower-risk profiles should be encouraged to qualify for the AEO program, allowing their goods to pass through streamlined clearance channels. ICC Ghana plans to collaborate with the Customs Division to identify suitable companies for AEO program qualification. Furthermore, Doni-Kwame advocated for improved coordination among agencies involved in joint inspections, suggesting that the agency responsible for the longest delays should lead the effort to synchronize inspection schedules.

This approach could alleviate congestion and expedite port turnover times. Doni-Kwame stressed that Ghana's competitiveness in regional and international trade is partly contingent on the efficiency and predictability of its logistics systems.
