In Ceuta, a shelter's entrance near the Moroccan border and the University Hospital sees hundreds of people gathered, awaiting uncertain prospects for a bed and shelter. Those who cannot fit inside the current space must wait outside, hopelessly clinging to the slim chance that an expansion will provide them with a place to sleep.

Some question when that day may come, while others have heard rumors that someone knows someone who says the day could be today. Living just across the street from the center, Abselam Hamed, a neighborhood resident, recounts his experience during the shelter's last expansion from 700 to 1200 beds in the early stages, which ended with stray bullets fired by police.

"It's very hard to spend the night there," Hamed laments. "And they fear moving elsewhere because they fear being robbed." Hamed assists in translating for some of the migrants awaiting their turn, as evidenced by a video accompanying this report.
