‘Will empower the people’: All Ladakh districts to now have autonomous hill development councils

Ladakh's Lieutenant Governor has approved the formation of autonomous hill development councils for every district in the Union Territory, a move the government claims will "empower the people." This development follows recent discussions between representative groups from Ladakh, the Leh Apex Body and the Kargil Democratic Alliance, and the Ministry of Home Affairs, who are advocating for greater democratic representation.

The expansion of the framework of elected local self-governance to the five newly created districts marks a significant step in decentralizing and strengthening participatory local governance. The hill councils, established in 1995, will now oversee land allotment, development programs, employment generation, public health, local road transport, and more.

The Kargil Hill Council recently held elections, while the Leh council's term ended in October 2025, resulting in an unprecedented delay in re-elections. The newly formed councils will hold elections in due course after a formal notification is issued, with the Ministry of Home Affairs planning a meeting of the sub-committee on September 9 in Delhi.
