Putin Expands Command Staff Of His Security Service For Fourth Time Since 2022

Russian President Vladimir Putin has expanded the command staff of his Federal Protective Service (FSO) for the fourth time since 2022, according to a decree signed by the Kremlin leader. The Moscow Times reports that the maximum staff size of the FSO's central apparatus has risen from 785 to 812 people, a change that took effect on the same day the previous increase was approved in January 2024. Prior to this, Putin had increased the service's staff in January 2024 to 775 people and in late 2022 to 760.

The FSO is a closed security structure tasked with the safety of Russia's top officials, including the president, prime minister, speakers of both chambers of parliament, heads of the highest courts, and the prosecutor general. It encompasses Putin's personal protection unit, which travels with the president and guards his residences. Additionally, the FSO manages special communications and monitors public opinion.

Since the beginning of the full-scale invasion of Ukraine, the FSO's role has expanded significantly, evolving into an independent center of influence due to its constant access to Putin and information about senior officials. Intelligence from an EU country has suggested that Putin harbors fears of an assassination attempt or a coup, leading to growing conflict among his security officials.
