Pemimpin parti Bersama Malaysia, Rafizi Ramli, hopes that the party's budget of vision will focus on efforts to improve the country's water system. The public will be able to review fiscal and water-related proposals using the budget vision, and assess whether the country can implement the proposed programs, he said.

Much of the country's water system is inherited from previous governments, so the budget vision will investigate how to improve it. Rafizi wants to show the public how government fiscal space can be used and how national welfare can be improved, he told reporters at a briefing. Unlike other countries, Malaysia does not have an independent body to assess the cost and financial implications of a party's election manifesto.

Other countries have such a body that can evaluate the cost of a promise or policy. Malaysia lacks a mechanism for this. Therefore, the independent party can promise anything without showing how much it will cost and where the financing will come from. The party will launch its foundational platform on September 27 with the first Kancil paper.

The paper will examine issues of economic, political, and social structure, and propose solutions that, according to Rafizi, will distinguish Bersama's approach from other political parties. The 2027 budget is scheduled to be presented to Parliament on October 9.
