EU frustration at impasse on Israeli settler trade ban

European Union officials grappled with a trade ban deadlock on Tuesday over escalating Israeli settler violence against Palestinians in the West Bank. EU foreign affairs chief Kaja Kallas lamented the impasse, stating that while condemnation messages were sent, no concrete action had been taken. She emphasized that not all member states were aligned, citing Germany, Hungary, and the Czech Republic as potential roadblocks.

The EU supports a two-state solution and the International Court of Justice's 2024 ruling urging countries to cease fueling the Israeli occupation and refrain from trade with settlements, deemed illegal under international law. Violence against Palestinians in the West Bank surged following the 2023 Gaza war, with recent incidents including settlers blocking supplies to Palestinian homes near Nablus.

EU nations, including Ireland, the Netherlands, and Spain, have individually implemented trading bans, while Italy remains undecided. The European Commission, which presented an options paper in July, has been criticized for inaction, with only 11 member states explicitly requesting the proposal. France, however, opposes the ban, deeming it ineffective given the minimal trade involved.

The EU's overall trade with Israel in 2025 was valued at €43.3 billion, with informal estimates suggesting €76.5 million in trade with settlements annually. Despite the deadlock, EU presidency Ireland has called on member states to address the issue, emphasizing the need to uphold international law and respond effectively.
