El Gobierno aprueba un plan de 309 millones para Ceuta: ERTE, rebajas fiscales y ayudas directas para pymes y autónomos

The Spanish government has approved a 309 million euro plan for Ceuta, addressing the crisis caused by the massive influx of immigrants. The measures include ERTEs, tax cuts, direct aid for SMEs and freelancers, and rebates. The plan comprises four direct spending areas for 2026: humanitarian reception (118 million), security (90 million), productive fabric and employment (80 million), and essential services (21 million).

The government hopes to extend this plan to 2031, with a cumulative allocation of 507.5 million euros. Emergency dismissal measures are in place for the first quarter of 2026, and a 100% exemption from social security contributions is granted to businesses between September and December. Additionally, an extraordinary activity cessation payment for freelancers, a reduced 0.5% Social Security payment deferment, a 50 million euro ICO line, and a 2 million euro guarantee system for mutual guarantee societies are implemented.

Direct aid amounts to 36.6 million euros, comprising payments of 5,000 euros for 2,600 freelancers and subsidies of 10,000 to 150,000 euros for 1,400 businesses based on their revenue. The tax regime for both Ceuta and Melilla will be permanently enhanced, raising the patronage bonus for social security contracts to 75% and lowering income tax deductions for freelancers by 12 million euros annually.

Infrastructure-related investments include a 4.25 million euro annual allocation for Ceuta's port through 2031, totaling over 21 million euros in the quinquennium.
