300,000 People Per Year And Tougher Enforcement Measures: Ukraine’s Ministry Of Defense And ISW Reveal Russia’s New Mobilization Plans

Ukraine's Defense Minister, Yevhen Khmara, revealed that Russia is contemplating conducting an additional wave of mobilization, potentially enlisting around 600,000 people between 2026 and 2027. This move aims to compensate for the escalating losses in Russia's ongoing war against Ukraine. Speaking with journalists, Khmara stated that the Kremlin is seeking to bolster its military presence as a response to the mounting casualties on the battlefield.

According to Ukrainian Defense Minister Yevhen Khmara, Russia plans to mobilize approximately 300,000 individuals this year and another similar number in 2026. These calculations are rooted in the persistent challenges Russia is experiencing in the war against Ukraine, with the loss of troops at the front becoming increasingly significant.

The Institute for the Study of War (ISW) also reported on Russia's preparations for a potential new call-up. ISW analysts suggest that the Russian Ministry of Defense is working towards enhanced access to personal and medical data of military-eligible citizens. This data might include citizens' income, education, tax records, banking transactions, disability status, and health conditions.

The creation of a unified digital system for collecting this information is part of Russia's extensive preparations for a possible new mobilization.

Furthermore, ISW's assessments align with those of Ukrainian intelligence, which predicts that the Kremlin intends to conscript 300,000 individuals annually over the next two years. This prediction is reinforced by reports from The Wall Street Journal, which cited Western intelligence services, indicating that Russia is testing its military system's readiness for a potential new mobilization.
